Guangzhou will set up service windows for Hong Kong and Macao citizens in municipal and district government affairs centers. These window will provide Hong Kong and Macao citizens in Guangzhou with advisory, information and agent services on living, employment and development as well as advisory services on a variety of business in Hong Kong and Macao.

Guangzhou will explore ways to loosen up restrictions on Hong Kong and Macao investment in certain areas in Hong Kong and Macao youth innovation and entrepreneurship bases under the framework of CEPA (Mainland and Hong Kong Closer Economic Partnership Arrangement). It will also take various measures to cut the time and procedures for starting businesses, such as separating business license from operating permit, promoting the use of e-business license, implementing the bank and government information sharing system on business registration, and facilitating taxation service.
