Gather Talents and Fight against the COVID-2019 with One Heart

Major HR Service Agencies in Guangzhou Mobilized to Jointly Launch “Online Spring Recruitment”

In order to advance the talent recruitment for employers and alleviate the pressure on employment of graduates under the severe situation of the epidemic prevention and control, Guangzhou Leadership Group Office for Talent Works and Guangzhou Municipal Human Resources and Social Security Bureau have recently mobilized the major human resources service agencies including job168.com, liepin.com, zhaopin.com and zhipin.com to jointly launch “online spring recruitment”. The event entitled “Gather Talents and Fight against the COVID-2019 with One Heart” aims to boost recruitment and employment.

Continued talent service even in face of the epidemic outbreak

Enterprises and institutions in Guangzhou have gradually resumed their work and production in a safe and orderly manner since February 9th. To lessen the impact of the epidemic on talent recruitment, Guangzhou Leadership Group Office for Talent Works and Guangzhou Municipal Human Resources and Social Security Bureau mobilized major human resources service agencies to jointly launch “online spring recruitment” to minimize the negative impact of the epidemic outbreak on the spring recruitment and the campus recruitment. The event can help employers with talent recruitment and also alleviate the employment stress of graduates, so as to lay a solid foundation of talents for the city’s economic and social development when the epidemic comes to an end.

Human resources service agencies such as job168.com, liepin.com, zhaopin.com and zhipin.com will set up online columns, organize special recruitment events and offer services like video interviews, cloud matching, online campus recruitment to meet the demands of employers and job applicants. With the online recruitment column of “Gather Talents and Fight against the COVID-2019 with One Heart”, the agencies can collect and present information of employers’ recruitment and job application, and work together with employers to organize online recruitment sessions. From now on, employers and talents can enter relevant websites for online recruitment. This event is public-welfare and will not charge any fees.

In the meantime, Guangzhou Leadership Group Office for Talent Works will issue notices to all districts and relevant departments, inviting all employers in the city to release recruitment information and carry out related online activities under the “Gather Talents and Fight against the COVID-2019 with One Heart” column on the websites of human resources service agencies. The Office will also contact universities and colleges in Guangzhou to organize graduates to participate in online recruitment and campus recruitments. The “online spring recruitment” is a good example of organizational interaction with government guidance and professional institutions’ participation, realizing the close-loop people-job matching. It makes full use of information technology to avoid the risks caused by offline recruitments where a lot of people will come together.

Serve as a bridge to enable a smooth connection with talents

Returning to work is approaching but the staffing demands cannot be satisfied. Talents are eager to hunt for jobs but offline channels have been temporarily closed. In face of the severe epidemic, it is of great importance for enterprises and talents to have new channels for smooth communication. In order to satisfy the bilateral needs, the human resource service agencies have made positive responses and adopted multiple methods to build a bridge to connect companies in urgent need of talents and job seekers desperate for job opportunities.

As the first human resources service agency introducing an online recruitment session in Guangzhou, Liepin.com has learned about the status quo of enterprises and the temporary recruitment difficulties caused by the epidemic through its previous in-depth investigation. It took only 24 hours for the agency to plan and launch the event, presenting a real-life “The Longest Day in Guangzhou” and providing free service for employers to release recruitment information. As of now, it has gathered more than 110 enterprises on its website and released information of over 5,000 jobs, including those from well-known employers in different industries, such as Xpeng Motors, VIPSHOP, Midea, Country Garden, OPPEIN and AIA. This will help meet the diverse demands of talents from different backgrounds.

To address the difficulty faced by enterprises in gathering attendees for training during the epidemic, Liepin.com offered enterprises free access to its employee training SaaS platform, Lebanban.com, enabling enterprises to optimize internal training and work arrangement through online remote collaboration. It also brought in a “staff-sharing” program to help enterprises with a high staffing cost transfer their employees to those with difficulties in recruitment through “personnel-sharing”, realizing “mutual help among industries” under the special situation. Besides, the company is going to introduce “Duomian”, a video interview product, to help employers efficiently carry out online interviews and manage interviews in batches. The tool is an innovative human resources pattern and product thanks to the progress of mobile Internet and the constant evolution of artificial intelligence technology.

Attract talents to Guangzhou for innovation and entrepreneurship

For talents, choosing a city means choosing the way of living and work, and even the way of living a life. Guangzhou is a national central city, the core city of the Guangdong-Hong Kong-Macao Greater Bay Area, and China’s “southern gate” to the world. It boasts rich resources in medical, education and technological innovation, making it an ideal city for living, innovation and entrepreneurship.

As of the end of 2019, Guangzhou, as one of the three major medical centers in China, has 5,093 medical and health institutions, including 68 tertiary medical institutions (among which 38 are Level A tertiary hospitals), with a total of 104,700 beds and 168,100 medical professionals. According to the Fudan University’s 2018 top hospital list of the Chinese Mainland, 9 hospitals in Guangzhou were ranked in the top 100 and 40 disciplines in the top 10 of each field respectively. Guangzhou is home to well-established medical universities such as Sun Yat-sen University, Southern Medical University, Jinan University and Guangzhou Medical University with a large pool of experts. The First Affiliated Hospital of Guangzhou Medical University headed by the Academician Zhong Nanshan is the first respiratory disease research institute in China, located on the bank of the Pearl River in Guangzhou.

Guangzhou is a national-level experimental area for educational reform. It vigorously implements the three-year plan for pre-school education and primary and secondary schools, with nearly 3,500 schools of all levels in basic education, including 1,966 kindergartens and 1,514 primary and secondary schools. The city has 83 institutions of higher education and a large number of training institutions and secondary vocational technical schools, with about 3.82 million full-time students. Being home to 54% of colleges and universities in Guangdong Province, Guangzhou has most higher education institutions in southern China. It is one of the most developed cities for higher education in China and the science and education center in southern China.

Guangzhou is a leading city in the Pearl River Delta National Independent Innovation Demonstration Zone, with more than 200,000 technologically-innovative enterprises. The number of registered national science and technology-based SMEs ranks first in the country. Guangzhou won over a half of the national and provincial awards in scientific and technological innovation of Guangdong Province and has established the largest cluster of scientific incubators in southern China. As of 2019, there have been 8 Nobel laureates and 102 academicians of Chinese Academy of Sciences (CAS) and of Chinese Academy of Engineering (CAE) working in Guangzhou.

In recent years, Guangzhou has launched talent programs such as the “1 + 4” policy for industry leaders, support policies for high-level talents and the “Elite Overseas Study Program”. It is the first in China that establishes a green card system to offer citizenship treatment for non-citizen talents. In particular, after the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area was issued, the city has promulgated and implemented the first strategic document of talents, “Talents in Guangzhou” program, which conducted a top-level design and institutional arrangement for the development of the talent undertakings from an overall perspective. By now, various support policies have been launched, including those for doctoral and post-doctoral talents, the innovative development measures for human resources service agencies, the administrative measures for talent apartments, the Guangzhou Craftsmen Program, the working stations for academicians and experts and the development plan of international academic conferences. All these efforts are expected to keep improving the city’s talent and policy system and offer more favorable environment for talent development.
